Title: Territórios disfuncionais. A oportunidade deixada pela desruralização

Abstract: This paper focuses on what we consider a new urban condition, generally verifiable in the northwest of Portugal, marked by the phenomena of extensive urbanization and deruralization. The latter phenomenon corresponds to the loss of rural characteristics of the territory, resulting, among other factors, the decreasing of the economic burden associated with agricultural activity and, consequently, the increasing abandonment of areas that fits its support. In these not built areas (tending not to be buildable), formerly used for agriculture, but currently without any significant use or activity, assign the definition of dysfunctional territories. The delineating of constraints and potentials underlying these territories and how they can set up opportunities for intervention are the central themes of this work. By the significant extension/recurrence of these territories in dysfunction (partly justified by the passivity of planning systems), it highlights the need to rethink the ability of these to support new occupations. In this context, the ecological argument, supported on the need for conservation of biophysical qualities of these spaces and on the development of practices that may enhance them, can work as an important tool for political legitimation able to promote streamlining of processes of action and generate a positive reception thereof by the general population. It explores the possibility of promoting collective use of such spaces (supporting leisure practices and not only) seeking its functional reactivation and, simultaneously, developing alternative models for their management.
Description: O presente trabalho incide sobre o que consideramos uma nova condição urbana, verificável genericamente no noroeste português, marcada pelos fenómenos de urbanização extensiva e desruralização. Este último fenómeno corresponde à perda de caraterísticas rurais do território, traduzindo-se, entre outros fatores, na diminuição do peso económico associado à atividade agrícola e, consequentemente, no crescente abandono das áreas que lhe serviam de suporte. A estas áreas, não edificadas (tendencialmente não edificáveis), outrora utilizadas com fins agrícolas mas atualmente sem qualquer atividade ou uso significativos, atribuímos a definição de territórios disfuncionais. O delinear de condicionalismos e potencialidades subjacentes a estes territórios e a forma como os mesmos podem configurar oportunidades de intervenção são temas centrais deste trabalho. Pela significativa extensão/recorrência destes territórios em disfunção (em parte justificada pela passividade dos sistemas de planeamento), evidencia-se a necessidade de repensar a capacidade dos mesmos para suportarem novas formas de ocupação. Neste âmbito, o argumento ecológico, apoiado na necessidade de conservação das qualidades biofísicas desses espaços e no desenvolvimento de práticas que as potenciem, pode funcionar como uma importante ferramenta de legitimação política capaz de promover a agilização de processos de ação e de gerar uma receptividade positiva dos mesmos por parte da generalidade da população. Explora-se a hipótese de promover o uso coletivo de tais espaços (apoiando práticas de lazer e não só) procurando a sua reativação funcional e, simultaneamente, o desenvolvimento de modelos alternativos para a sua gestão.
