| Title: | Educação Inclusiva e Avaliação das Aprendizagens: entre discursos normativos e discursos sobre a prática |

| Abstract: | This dissertation aims to understand the relationship between inclusive education and assessment practices related to the learning of students with specific educational needs. More specifically, it seeks to: (a) identify basic education teachers' perceptions of inclusive education; (b) analyze the effects that inclusive education has had on assessment practices; and (c) characterize the assessment procedures adopted in the evaluation of students who require the application of educational support measures for learning, in universal, selective, or additional nature (Decree-Law 54/2018). This is a qualitative study, employing document analysis and semi-structured interviews with teachers from the 2nd and 3rd cycles of basic education and secondary education in school clusters (Agrupamentos de Escolas - AE) in Portugal. The results reveal a certain discrepancy in teachers' understanding of inclusive education, which some still understand only from the perspective of students with special educational needs. Furthermore, in terms of generated effects, the implementation process of the measures established by Decree-Law 54/2018 is often interfered by bureaucratic obstacles, as well as a lack of resources. Regarding assessment procedures, data suggests that teachers face difficulties in meeting legal requirements, mainly due to time constraints, lack of technical-pedagogical support, and structural limitations. These challenges tend to lead to an automatic evaluation of the assessment of these students. |
| Description: | A presente dissertação tem como objetivo geral compreender relações entre a educação inclusiva e práticas de avaliação das aprendizagens de alunos com necessidades educativas especificas. Mais concretamente, pretendeu-se: (a) identificar percepções de professores do ensino básico sobre a educação inclusiva; (b) analisar efeitos que a educação inclusiva tem gerado nas práticas avaliativas; e (c) caracterizar procedimentos de avaliação adotados nos processos de avaliação de alunos que requerem a aplicação de medidas educativas de suporte à aprendizagem, de caráter universais, seletivas ou adicionais (decreto lei 54/2018). Trata-se de uma investigação de natureza qualitativa, com recurso à análise documental e a entrevistas semiestruturadas a professores do 2º e 3.º ciclo do ensino básico e do ensino secundário de Agrupamentos de Escola (AE) em Portugal, que lecionam em turmas que incluem alunos que beneficiam daquelas medidas. Os resultados revelam uma certa discrepância quanto ao entendimento dos professores sobre educação inclusiva, para alguns ainda entendida apenas na perspectiva dos alunos com necessidades educativas específicas. Mostram, ainda, em termos de efeitos gerados, que o processo de operacionalização das medidas previstas pelo decreto-lei 54/2018 é frequentemente marcado por entraves burocráticos, a que se associa também a falta de recursos. No que respeita aos procedimentos de avaliação os dados indiciam que os professores têm dificuldade em cumprir as exigências legais nomeadamente por falta de tempo e de apoio técnico-pedagógico e de condições estruturais, o que tende a conduzi-los para um procedimento de avaliação automática desses alunos. |
