| Title: | O Douro e o vinho do Porto, entre a Regeneração e o Estado Novo |

| Abstract: | The present communication proposal aims to understand the mechanisms of transition from the protectionist model of State intervention to the liberal regime, as well as the return to regulatory modalities for the Port wine sector, which had a capital importance for the national economy between the Regeneração period and the beginnings of the Estado Novo. We intend to analyse the consequences of the liberal legislation of 1865, in view of the strong regulatory tradition of the State and taking into account other transformation factors, such as the diseases of the vine, as well as the spreading of the vineyard to other regions of Portugal. We focus our analysis on the debates between free traders and protectionists on the wine sector issue, in order to perceive the political and economic forces at play, as well as the degree of conflict and debate with the other Portuguese wine-growing regions and other economic operators in the sector. In order to understand the return to the protectionist model of State intervention in the Port wine sector, we will focus on the regional demands, developed from the last quarter of the 19th century, trying to determine the influence of the Douro movement in the replacement of regulatory mesures, from 1907 onwards. |
| Description: | Com a presente comunicação visamos compreender os mecanismos de transição do modelo proteccionista de intervenção do Estado para o regime liberal, bem como o regresso a modalidades de regulação, procurando determinar até que ponto o estado adoptou uma política livre-cambista para o sector vitivinícola duriense, de capital importância para a economia nacional entre a Regeneração e os inícios do Estado Novo. Procuramos avaliar as consequências da nova legislação liberal, de 1865, face à forte tradição reguladora do Estado e tendo em conta a ocorrência de outros factores de transformação, entre os quais as doenças da videira, passando pelo alastrar do vinhedo a outras regiões do país. Para tal, centramo-nos nos debates entre proteccionistas e livre-cambistas em torno da questão vinhateira, transversais a toda a sociedade duriense e nacional, no sentido de perceber os jogos de forças políticas e económicas, bem como o grau de conflitualidade e debate com as outras regiões vitícolas portuguesas e outros agentes económicos do sector. Para compreender o regresso às modalidades proteccionistas de intervenção do Estado na economia da região do Douro, concentrar-nos-emos nas reivindicações regionais, desenvolvidas a partir do último quartel do século XIX, num período de crise agrícola e comercial, analisaremos a acção do Governo, procurando aferir a influência do movimento duriense na reposição do regime regulador, a partir de 1907. |
