Title: Conditioned Stratified Sampling for Consumer Characterization

Abstract: Loads evolution knowledge is a basic requirementfor adequate operation planning of modern powersystems. This requirement is especially valuable inopen energy markets, where the requisites onincreased reliability and operation efficiencyconstitute the basic tools for competitiveness.This paper describes the approach developed forconsumers characterization on the Portuguesesystem. This research was developed within thescope of the Project CCR (Characterization ofConsumers and Networks), carried out under theframework of a contract with EDP, the Portuguesedistribution company, facing the opening of theSpanish/Portuguese electricity market.This paper describes the topic of CCR related toconsumers characterization. The knowledge aboutconsumers behavior allows a proper tariff structuredesign, an enhanced load management and animproved tackle with the distribution infrastructure
