Title: Territórios Marginais. A ilha das Flores

Abstract: This dissertation aims to reflect on the condition of low intensity territories, as opposed to places characterized by high intensity urban logics. Marginal Territories is the term chosen to describe the isolated condition depicted in this case study about Flores Island, in the Azores archipelago. The main goal is to identify the starting points for the implementation of long term strategies. The study is based on a survey of the present potentialities and opportunities, on a necessarily deep and multidisciplinary study of the dynamics which define and structure the micro insular context and its oceanic correlations, along with an analysis and reflection on the current planning practices and their operative solutions. Two devices, Territory and Landscape, have been used to allow articulated interpretations, on different levels, of the case study. The graphic representation and its consequent image production are used as tools of analysis/acknowledgment/ approach relating to the specific territory. Its integration in the planning process as a mechanism of divulgation and perception that allows/supports/sustains the construction of shared strategies, is also considered relevant. Flores is characterized by its exceptional landscape values and also by the strong spirit of identity of its population, that guarantees the survival of traditions related to the life in the rural dimension, structuring matrix of this territory. The 2009 acknowledgment of Flores as Unesco Biosphere Reserve reinforces a condition which is strongly related to its "recent" story of human occupation: the Laboratory-Island condition. These mergings are opportunities towards the definition of innovating strategies, focusing the search of a coexistence and a balance between human presence, human activities and the environment.
Description: A presente dissertação pretende avançar reflexões sobre a condição de territórios caracterizados por dinâmicas de baixa intensidade, em contraposição com os lugares dominados por lógicas urbanas de alta intensidade. Territórios Marginais é o termo escolhido para descrever a condição de isolamento que estrutura o caso de estudo, a Ilha das Flores, no arquipélago dos Açores. Com o objetivo de identificar pontos de partida para a implementação de estratégias, eficazes a longo prazo e baseadas no reconhecimento das potencialidades e oportunidades presentes, torna-se necessário um conhecimento profundo e multidisciplinar das dinâmicas que definem e estruturam um contexto micro insular e sua envolvente oceânica, além de uma análise e reflexão em torno das práticas de planeamento correntes e suas respostas operativas. Para este efeito são utilizados dois dispositivos, Território e Paisagem, que permitem leituras articuladas, a diferentes escalas, sobre o caso de estudo. A representação gráfica e consequente produção de imagens é encarada como instrumento de análise/reconhecimento/aproximação em relação ao território examinado. Considera-se igualmente relevante a sua integração no processo de planeamento enquanto mecanismo de divulgação e percepção que permite/apoia/sustenta a construção de estratégias partilhadas. A ilha das Flores destaca-se pelos valores paisagísticos excepcionais, assim como pelo forte espírito identitário da sua população, que garante a manutenção de tradições ligadas a vivência da dimensão rural, matriz estruturante deste território. A eleição, em 2009, à Reserva da Biosfera da Unesco, reforça uma condição que é parte integrante da sua "recente" história de ocupação humana, a condição de Ilha-laboratório. Estas convergências são encaradas como oportunidades para a definição de estratégias inovadoras, no sentido da procura de uma coexistência e um equílibrio entre presença e atividades humanas e meio ambiental.
