Uma possível "importação" da figura europeia da cooperação reforçada como mola impulsionadora do Mercosul?

Abstract

The Mercosul (Southern Common Market) has always faced difficulties, arising from two main factors, the absence of solidarity among its Member States and the political/economic volatility of those States. The path to European integration hasn't also been exempt from obstacles; and it was recently sought to solve fundamental problems of European integration by means of the juridical instrument called enhanced cooperation. Hence, a natural question: could enhanced cooperation be an adequate expedient to deal with the obstacles that Mercosul has been facing? As a result of the analysis carried in the present paper, we come to doubt the utility, to Mercosul, of an "importation" of the enhanced cooperation feature. Matter-of-factly, and by the reasons we put forward, the mechanism of enhanced cooperation reveals itself unable to contradict the various circumstances which have opposed, up to the present, to a greater deepening of Mercosul.
