| Abstract: | The present Dissertation focuses on the area of Rego Lameiro and its immediate surroundings, namely the places of Formiga, Presa Velha, and Nova Sintra. Its main objectives are to understand the historical formation of this territory, to interpret its current urban dynamics and issues, and to develop an urban design proposal aimed at addressing the identified problems, in order to promote urban sustainability and environmental justice. Thus, this dissertation is structured as follows: The first part, Territory and Time, seeks to understand, starting from the 18th century, the formation of the studied territory. The history of this area not only explains the current urban dynamics at play but also allows us to recognize the importance of each element that composes the built heritage and its relationship with the local population. The second part, Interpreting Existence, aims to interpret the current urban dynamics and to diagnose problems related to environmental justice, lack of road infrastructure, and housing deficits. Listening to the voices of local residents was essential to building an accurate perception of the urban issues affecting this territory. The third part, Transform for Whom?, critically analyzes the projects proposed for this area, namely the Campanhã Urbanization Plan (Plano de Urbanização de Campanhã) and the Revitalization of the Alfândega Branch Line (Ramal da Alfândega). These analyses seek to understand different visions for this territory and various approaches to solving its problems. This dissertation takes a stance on these plans, agreeing and disagreeing with relevant points, and justifying the creation of a new project-the central objective of this work-which addresses the issues deemed relevant and unresolved by the analyzed plans. Finally, the fourth part, (Re)designing the Future, presents the intervention proposal for Rego Lameiro and its surroundings. The proposal aims, through specific actions, to solve the problems identified in previous chapters by creating a multifunctional public green space, removing dwellings in risk areas, developing new housing, improving the road structure, and preserving and revitalizing both the natural and built heritage. This work concludes that Rego Lameiro is a unique territory whose current urban configuration embodies a significant historical and landscape heritage. The analysis of spatial transformations revealed that the intensification of soil impermeabilization, urban densification, and the loss of natural topography have worsened socio-environmental vulnerabilities, particularly regarding urban water management and housing quality. This diagnosis highlighted the need for strategies that reconcile social and environmental justice, making Nature-Based Solutions a concept well-suited to the demands of this territory. |
| Description: | A presente Dissertação tem como tema central o lugar de Rego Lameiro e sua envolvente direta, nomeadamente os lugares de Formiga, Presa Velha e Nova Sintra. Tem-se como objetivos principais a compreensão histórica da formação deste território, a interpretação de suas dinâmicas urbanas e problemáticas atuais, e a elaboração de um exercício de desenho urbano urbano com o intuito de solucionar os problemas identificados, de forma a promover a resiliência urbana e a justiça ambiental. Assim, esta dissertação estrutura-se da seguinte forma: A primeira parte, Território e Tempo, procura compreender, a partir do século XVIII, a formação do território estudado. A história deste território não apenas justifica as dinâmicas urbanas atuais ali vigentes, como nos permite perceber a importância de cada elemento que compõe o patrimônio edificado e sua relação com a população local. A segunda parte, Interpretando a Existência, busca interpretar as dinâmicas urbanas atuais, assim como diagnosticar problemas relacionados à justiça ambiental, à carência de infraestrutura viária e ao déficit habitacional. Para isso, ouvir a voz da população local foi essencial para a construção de uma percepção das problemáticas urbanas deste território. A terceira parte, Transformar para Quem?, analisa criticamente projetos propostos para este território, nomeadamente o Plano de Urbanização de Campanhã e a revitalização do Ramal da Alfândega. Estas análises buscam compreender diferentes visões sobre este território, e diferentes formas de solucionar suas problemáticas. A presente dissertação se posiciona a respeito destes planos, de forma a concordar e discordar de pontos pertinentes, e de forma a justificar a criação de uma proposta, objetivo central deste trabalho, que solucione as questões consideradas relevantes e não resolvidas pelos planos analisados. Por fim, a quarta parte, (Re)desenhar o Futuro, apresenta a proposta de intervenção para o lugar de Rego Lameiro e sua envolvente. A proposta visa, a partir de intervenções pontuais, solucionar os problemas identificados nos capítulos anteriores, a partir da criação de um espaço verde público multifuncional, da remoção de habitações em situação de risco, da criação de novas habitações, da melhora da estrutura viária e da preservação e revitalização do patrimônio natural e edificado. Este trabalho conclui que o Rego Lameiro constitui um território singular cuja configuração urbana atual abriga uma herança histórica e paisagística significativa. A análise das transformações espaciais revelou que a intensificação da impermeabilização, o adensamento urbano e a descaracterização do relevo natural agravaram as vulnerabilidades socioambientais, especialmente no que se refere à gestão das águas urbanas e qualidade habitacional. Esse diagnóstico evidenciou a necessidade de estratégias que conciliem justiça social e ambiental, tornando as Soluções Baseadas na Natureza um conceito condizente às demandas deste território. |
