| Abstract: | This article discusses public policies for the inclusion of young people in areas marked by urban segregation and social marginalisation, based on an analysis of Escolhas, the main public programme in Portugal in this field. The article begins with a review of the international literature, which systematises policy trends in this field and explores their social effects. After a methodological note, the evolution of the Escolhas programme is characterised, and some of its impacts and limitations are sketched, based on a systematic content-analysis of the minutes of the Council of Ministers' Resolutions and external evaluation reports between 2001 and 2023. Finally, considering the results obtained, we reflect on the relationship between Escolhas and the condition of young people in peripheral contexts, setting out some implications for scientific research and public policy |
| Description: | O presente artigo discute políticas públicas de inclusão dos jovens em territórios marcados por processos de segregação urbana e marginalização social, a partir de uma análise do Escolhas, principal programa público em Portugal neste domínio. O artigo parte de uma revisão da literatura internacional, na qual se sistematizam tendências das políticas neste campo e se exploram os seus efeitos sociais. Depois de uma nota metodológica, caracteriza-se a evolução do programa Escolhas, identificando impactos e limitações, com base numa revisão documental sistemática das atas de Resoluções do Conselho de Ministros e dos relatórios de avaliação externa, entre 2001 e 2023. Por fim, à luz dos resultados obtidos, reflete-se sobre a relação entre o Escolhas e a condição dos jovens em contextos periféricos, enunciando algumas implicações para a investigação científica e para as políticas públicas. |
