Title: Odemira, Habitação e Imigração. Estratégias Para Uma Reabilitação Urbana
Issue Date: 2025-02-26
Abstract: The following dissertation is about the precarious housing conditions of immigrant workers in the municipality of Odemira. A modest municipality in the district of Beja, Odemira stood out on the front pages of newspapers in 2021 for two apparently different reasons. These are the record of the highest percentage population growth in the last decade, according to the 2021 Census data, and the sanitary fence around two parishes due to an outbreak of Covid-19 among the immigrant community employed in agricultural production. The media exposure denounced the undignified conditions of overcrowding and insalubrity in which Odemira's immigrants working in the aforementioned productions lived, and incited action on the issue. Our investigation will focus on the responses provided in terms of housing, public space and urban attractiveness. On the one hand, this problem sets the tone for discussion of the socio-territorial changes caused by the rapid population growth resulting from waves of migration, in a region with structural shortages of housing and services and marginalized in the context of national centralism. On the other hand, the urgency of action puts the authority and cooperation of both local and central agents to the test, in a logic of multi-level governance. To this end, the entities responsible are equipped with housing policy instruments and exceptional funding from the Recovery and Resilience Plan, worth 85 million euros. It is in the opportunity created by this massive migratory flow to the municipality that we propose to think critically about the dynamics between agricultural enterprises, people (locals and immigrants) and the territory, to analyse the proposals that have been conceived so far and that have yet to be conceived to improve the living conditions of the people of Odemir, and through the lens of an architect to consider guidelines that optimize the integration processes and empower the urban fabric of Alentejo.
