Regulamentação versus Reabilitação. Aplicação às casas burguesas do Porto

Abstract

The current buildings that set the urban heritage of the cities center are in an advanced state of degradation, putting part of these edifices in an irreversible recovery condition. This situation is worrying, and the rehabilitation is still very tenuous and inconsequent to the large centers. This inertia is due in part to the actual regulation that in many cases is not coherent and can become an obstacle to the impulse that we want in the recovery of our urban centers. The particularly case of Oporto's urban morphology and image is influenced by the Bourgeois houses. These habitations, performed by the standards of comfort and utilization of the season, show a contrast towards the actual standards. On the other hand the increasingly exigency of the constructive regulation is looking with its application, conditions to achieve ideal standards of comfort. The implementation of these rules, results in most cases in the loss of character of this built. This dissertation, aims to contribute to a thought towards the implications of constructive regulation in the rehabilitation of the Bourgeois Houses in Porto. From the study of the provisions of the Portuguese regulations RGEU, RCCTE, Accessibilities, SCIE and RRAE for housing buildings, these were analyzed with the resource of case studies of rehabilitation from these buildings. This study was realized throughout comparison and direct analysis, enabling the extraction of more factual conclusions about the incompatibilities of the legislation in its application and the absolute contribution in the rehabilitation of the Bourgeois House of Oporto.
