| Abstract: | The image of small villages and towns in Portugal is very attractive. We are able to find a way of remembering nature far removed from the other distant realities of urban stress, pollution and artificiality. Actually, as a result of strong rural exodus occurred after the Industrial Revolution at the 19th century, there is a geographical disparity between the inland and the coast of Continental Portugal. The decision about this imbalance should be one of the main vectors for sustainable development, quite as well, the rural development options should be adapted to the specificities of each place. This work, having as reference an area of municipality from Vila Nova da Barquinha, aims to perceive what strategy of intervention these places need, taking into account the need to safeguard the value, identity and at the same time enhance their experience and develop the economy. How can the new business and professional areas and therefore the new styles of architecture be developed in order to make the most of the area? In this work, we will study the development strategy of Barquinha, highlighting ways to implement concrete actions for Planning and Architecture, in a constant search operation of the place and people. So, first, the rules and regulations in force are observed, the national and international strategies to revitalize rural areas and some examples of interventions in rural areas and also that, somehow, managed to bring more value to the area of its deployment. Then it is necessary to understand Barquinha body as social and urban, to understand their situation in the territory and its relation to other places and with their own natural limitations. Based on the analysis of a specific field, it is proposed an idea of intervention in this area, being integrant part of this, the drawing of a shape with a program that is consciously a personal interpretation of all the theoretical and practical research developed till then. The presented idea should not be faced as a project of architecture, therefore, it would have to be more deeply studied and related to other areas of knowledge. This work's aim is to provide a study base to those who might be interested in exploring the subject. |
| Description: | A imagem das pequenas aldeias e vilas de Portugal é muito atractiva. Encontramos um sentido revitalizante nas paisagens naturais que nos remetem para outras realidades distantes da realidade urbana de stress, poluição e artificialidade. Actualmente, em consequência do forte êxodo rural verificado após a Revolução Industrial no século XIX, existe um grande desequilíbrio geográfico entre o interior e o litoral de Portugal Continental. A decisão sobre este desequilíbrio deverá ser um dos vectores principais para o desenvolvimento sustentável, do mesmo modo que, as opções de desenvolvimento rural adoptadas deverão estar atentas às especificidades de cada Lugar. Esta dissertação, tendo como referência uma área do concelho de Vila Nova da Barquinha, visa compreender qual a estratégia de intervenção que estes lugares carecem, tendo em conta a necessidade de salvaguardar o seu valor e identidade e ao mesmo tempo potenciar a sua vivência e desenvolver a sua economia. De que modo os novos campos de actividade económica e profissional, e consequentemente as novas linguagens e tipologias arquitectónicas, podem ser desenvolvidos nestas áreas e de que forma se pode tirar o melhor partido do lugar? Neste trabalho, propomo-nos estudar a estratégia de desenvolvimento do concelho da Barquinha, destacando, como formas de implementar acções concretas e públicas, o Ordenamento do Território e a Arquitectura, numa busca constante de acções integradas ao Lugar e às populações. Para tal, num primeiro momento, são observadas as normas e regulamentos vigentes, as estratégias nacionais e internacionais de revitalização do espaço rural e alguns exemplos de intervenções realizadas igualmente em áreas rurais e que, de alguma forma, conseguiram trazer uma mais-valia para a área da sua implantação. Seguidamente considera-se necessário compreender a Barquinha enquanto organismo social e urbano, compreender a sua situação no território e a sua relação com outras localidades e com as suas próprias condicionantes naturais. Tendo como base a análise de um terreno específico, propõe-se uma ideia de intervenção para esta área, sendo parte integrante desta, o esquisso de uma forma com um programa que se constitui conscientemente como uma interpretação pessoal de toda a pesquisa teórico-prática até aí desenvolvida. A ideia apresentada não deve ser encarada como projecto de arquitectura, pois, para tal, teria que ser mais profundamente estudada e relacionada com outras áreas de saber. Este trabalho tem, apenas, como objectivo poder servir de base de estudo a quem, eventualmente, possa dedicar-se ao tema. |
