Por um reequilíbrio de valores: Projeto Estratégico Intermunicipal Olhão-Tavira

Abstract

The present dissertation intends to contribute to a reflection on the need to reevaluate the plans that manage the Portuguese territory, while seeking to implement the various values present in the current society, both economic, social, cultural, touristic and environmental, therefore urbanterritorial values. As a consequence of the transformation of the ways of life in society, the depopulation of the land between Portuguese cities is inevitable, leaving them at the mercy of old plans, so that their settlement is forced by an unnecessary urban expansion. This happens in Luz de Tavira, in the Algarve, as it has an outdated Urbanization Plan in effect with its focus merely centered on urban expansion, leaving its urban network on the banks of Estrada Nacional 125 to fall into degradation. Therefore, the case study focuses on the section of the EN 125 that crosses vila da Luz de Tavira. An urban restructuring strategy will be presented with a focus on an intervention in an abandoned area of the EN 125. The intervention is based on the ideas defended by Manuel Solà-Morales: one regarding the treatment of public space on an urban axis; another regarding the intervention on a sensitive area along the same axis.
