| Abstract: | This dissertation is focused on Porto's ilhas, a large scale morphology that persists in the city, driven by the industrial Revolution. The main purpose is, through the qualification of these spaces, to contribute to create solutions that can allow us to respond to two related problems: the lack of affordable housing and the poor housing conditions of ilhas. We believe it will be important to study the agents that have the greatest influence on the management of ilhas in order to assess a possible collaboration with capacities for social transformation of the spaces under study. The investigation seeks to identify and explore possible dialogues between the different parties involved in the process of ilhas' rehabilitation such as owners, tenants and even various public entities. The idea is to highlight the actions from the various existing sectors that have had some impact on viable housing solutions for ilhas, reflecting on better ways of transposing the objectives, improving them and creating more efficient solutions with social purposes. The work starts from the contact with a pilot experience on an educational platform that would later result in the Arquitectos de Família workshop, and that was followed by two concerns that consequently resulted on the main subject of this dissertation. The first one, is related to the fact that the state of occupation of the territory and its characteristics can be the key to the elaboration of a widened intervention strategy. The second one, is concerned with the will to qualify interventions and its professionals, focusing on the form and relevance of creating educational platforms that may allow students to develop architectural projects, using their own qualifications as a tool to solve urgent problems. Following this perspective, the practical aim will be to devise intervention principles within two scales: a wider scale (ARU Campanhã Estação), suggesting an action plan regarding the existing buildings; and furthermore the scale of the ilha, where the overriding objective is not the establishment of formal rules of intervention, but recognizing a range of principles that can result in actions and selection of cases which can be replicated, in order to boost processes of social transformation. |
| Description: | Esta dissertação debruça-se sobre as ilhas do Porto, uma morfologia que, catalisada pela revolução industrial, persiste em grande escala na cidade. O objectivo desta tese é, a partir da qualificação destes espaços, contribuir para a criação de soluções que permitam responder a dois problemas que se relacionam entre si: a falta de habitação acessível e as condições de habitabilidade precárias das ilhas. Consideramos que será importante estudar os agentes que possuem maior influência na gestão das ilhas de forma a avaliar um possível papel conjunto na eventual capacidade de transformação social dos espaços em estudo. A investigação procura identificar e explorar eventuais diálogos realizados entre os diferentes intervenientes no processo de reabilitação das ilhas como os proprietários, os inquilinos e mesmo diversas entidades públicas. A ideia será, a partir dos vários sectores existentes, destacar as acções que tiveram de alguma maneira impacto nas soluções viáveis de habitação para as ilhas, reflectindo sobre melhores formas de transposição dos objectivos aprimorando-os, criando soluções com intuito social mais eficientes. O trabalho parte do contacto com uma experiência piloto numa plataforma formativa que mais tarde viria a resultar no workshop Arquitectos de Família, e que originou duas questões que estruturam o tema desta dissertação. A primeira, com o facto de poder ser o próprio estado de ocupação do território e as suas características, a chave na elaboração de uma estratégia alargada de intervenção. A segunda, rege-se pela vontade de qualificar as intervenções e os seus intervenientes, prendendo-se com a forma e a pertinência de criar plataformas formativas que permitam a estudantes de arquitectura desenvolver projectos utilizando a sua formação como ferramenta para solucionar problemas urgentes. Seguindo esta perspectiva, o intuito prático desta dissertação será formular princípios de intervenção a duas escalas: a escala alargada (ARU Campanhã-Estação), sugerindo um plano de actuação sobre o edificado existente; e a escala da ilha, em que o objectivo primordial não é o estabelecimento de regras formais de intervenção, mas o reconhecimento de um conjunto de princípios que possam resultar em acções e na selecção de casos replicáveis, de maneira a impulsionar processos de transformação social. |
