Tomada de posição no legislativo brasileiro: análise sociológica sobre o caso da comissão de meio ambiente e desenvolvimento sustentável

Abstract

In this paper, we argue that the legislative process consists of two moments: decision- making and position-taking. From political sociology perspective, we propose a typology, based on Pierre Bourdieu's theory, to observe the position-taking of political agents - the way they position the ideas in their discourses. The empirical analysis refers to the Commission of Environment and Sustainable Development of the Brazilian Chamber of Deputies. We have invested in a 'data triangulation' and used: (1) public hearings conducted by the Commission in the period 2004 to 2015, (2) annual Commission reports and (3) interviews with Members of this Commission. The aim was to verify whether positions were followed by a partisan, sectoral or personal orientation. The results point to a strong predominance of the sectorial position-taking type.
