Da necessidade de uma nova circunstância - a colaboração do Ateliermob no processo de recuperação de habitações após o complexo de incêndios de junho de 2017

Abstract

In the media, the process of recovery of the permanent houses that were burnt in the Set of Fires that devastated Portugal in land in June of 2017 has been debated mainly considering two factors, which are time and resources (material and non-material) existent to make it happen; factors that are the constraints that usually differentiate a post-disaster context, as the one previously mentioned, from an everyday cirscumstance for being more limited. Meanwhile, the contribute of the architect, whose presence is implicitly implied in this process, has been hidden from the public oppinion. The present dissertation arises from the intention to recognise the role that this actor is taking in the specificities of the circumstance- being these the mentioned constraints, the lack of national preparation to deal with this type of process, the controversies between the entities involved, the pre-existent socioeconomic fragility in the affected counties-, as the strategies that the architect is using to adapt to these. In the impossibility of identifying a single attitude between all the involved, each one developing an architectural process with own priorities and goals, Ateliermob was defined as case of study. This team presents, as part of its way of operating, a consciousness about the quality of the architecture as an enhancer structure of social transformations that, in the context of recovery of the houses afected by the Set of Fires of June of 2017- as well as in any post-disaster context-, allows it to use own strategies and tools that promote a recovery that goes beyond the repais of the physical damages caused by the Fires. This position is fundamental so that the inevitable spacial tranformations that need to be carried out are delineated from the possibility of reducing the vulnerability they represent, since this is a result of the dynamics and social processes that have been defining, over time, the living conditions that the affected people presented at the moment of deflagration of the Set of Fires.
