Abstract: The emergent globalization of the world economy, since the ending of the previous century, has contributed considerably to the increased competition between countries, regions and cities for the attraction of tourists, investments, qualified wok labour and, even, international events, as well as for the valorisation of its products (exportations), education institutions and culture. In a World where at times image and perceptions are believed to be more important than the reality itself, the development of Place Branding strategies are becoming one of the most important tools to the success and development of a country, region or city. In the last ten to fifteen years, countries like Scotland, New Zealand, Spain, Germany and USA, cities like Paris and New York, and regions like Arizona, Pyrenees or Silicon Valley have undertaken promotion strategies of their brands with the ultimate objective of value appropriation to themselves and to their citizens. With little more than seven years since its implementation, the promotion project of the Brand Portugal it s already a reality, even though it has been through less brightened moments, mainly because different paths have been employed in its short life. This case study has three objectives. First of all, wants to add to the increasingly knowledge of the main characteristics and tools used in Place Branding, so it can be used as a starting point for future investigations. Secondly, incorporating the case of the brand Portugal, this work is useful to the teaching of such subjects as Brand Management and Place Branding. Finally, has the objective to identify the major obstacles of the Portuguese project and to present some solutions for those barriers.

A crescente globalização que caracteriza a economia mundial desde finais do século passado tem contribuído significativamente para o aumento da concorrência entre países, regiões e cidades pela atracção de turistas, de investimentos, de mão-de-obra qualificada e até, de eventos, assim como pela valorização dos seus produtos (exportações), das suas instituições de ensino e da sua cultura. Num Mundo onde a imagem e as percepções são por vezes consideradas mais importantes do que a própria realidade, o desenvolvimento de estratégias de Place Branding tem-se tornado numa ferramenta preponderante para o sucesso e desenvolvimento de um país, cidade ou região. Nos últimos 10 a 15 anos, países como a Escócia, a Nova Zelândia, a Espanha, a Alemanha e os EUA, cidades como Paris e Nova Iorque e regiões como o Arizona, os Pirinéus ou o Silicon Valley, têm encetado estratégias de gestão das suas marcas local, tendo como objectivo fundamental a apropriação de valor para si e para os seus cidadãos. Com pouco mais de sete anos desde a sua implementação, o projecto de promoção da Marca Portugal é já uma realidade, ainda que tenha atravessado, na sua curta história, alguns períodos de indecisão, nomeadamente, em relação à melhor estratégia a seguir. Este estudo de caso tem três objectivos. Em primeiro lugar, pretende contribuir para o aprofundamento do conhecimento sobre as principais características e ferramentas utilizadas no Place Branding, podendo assim, servir de ponto de partida para futuras investigações. Em segundo lugar, ao incorporar o caso da marca Portugal, pretende ser um meio didáctico para ensinar Gestão da Marca e Place Branding. Finalmente, pelas questões que o caso levanta, deseja contribuir para a identificação dos principais obstáculos com que o projecto Marca Portugal se tem deparado e para a apresentação de algumas soluções para a sua resolução.
