| Title: | Gestão de incêndios florestais: existem evidências empíricas do conhecimento tácito acumulado? |

| Abstract: | Years of dealing with forest fires lead to tacit knowledge emerging and accumulating among institutions responsible for fire fighting and the population's safety. Although this information is characterized by being informal and implicit, which means it has not been properly identified, registered, disseminated nor analyzed, it might often be a decisive factor on these operations' success, which stresses the importance of solving the problems inherent to tacit knowledge's nature, such as avoiding the loss of information every time the person that holds it changes post. With this in mind, applying methods such as expert elicitation, the distribution of a questionnaire among members of various institutions, and comparing the tacit knowledge identified against the empirical evidence available, 41 tacit knowledge units were cataloged and analyzed, resulting on an ordered list for the priority with which each of these units should be submitted to a process of scientific evaluation. The questionnaire showed that the percentage of agents that already knew of the existence of each unit of tacit knowledge presented was on average 65%, and so was the average percentage of participants that accepted the information of each unit as true. The most notorious differences in dissemination and acceptance happened between people from different levels of action, and the information that the night is the most favorable time of the day to fight fire is highlighted as being consistently the most disseminated and accepted piece of information, with percentages above 90% in all conducted analysis, and was therefore deemed to be the unit of knowledge with the highest scientific evaluation priority. This study is a crucial step towards the conversion of the tacit knowledge present in this organizations into explicit knowledge because, after the identification of said tacit knowledge, it was able to substantiate the decision of which units of knowledge should be scientifically evaluated first, contributing this way to the improvement of the forest fire integrated management system in Portugal. |
| Description: | Anos de contacto com a realidade dos fogos rurais levam ao surgimento e acumulação deconhecimento tácito nas organizações que lidam com o seu combate e com a proteção civil. Esta informação, sendo informal e implícita, não está devidamente identificada, registada, disseminada nem foi analisada. Assim, e visto que o conhecimento tácito pode ser decisivo no sucesso deste tipo de operações, surge o interesse em resolver os problemas inerentes à sua natureza, como por exemplo, evitar que seja perdido quando o indivíduo que o detém se afasta do posto que ocupa. Para isso, recorreu-se a expert elicitation, à distribuição de um questionário entre os membros de várias organizações que atuam no âmbito dos fogos florestais, e à comparação das peças de conhecimento identificadas com os dados empíricos existentes e acessíveis, para se catalogar e analisar um total de 41 peças de conhecimento tácito, alcançando-se uma lista ordenada da prioridade com que cada uma destas peças deverá passar por um processo de validação científica. O questionário permitiu constatar que a percentagem de agentes que tinha conhecimento prévio da existência de cada peça de conhecimento foi, em média, de 65%, tal como a média das percentagens de inquiridos que afirmou aceitar como verdadeira cada uma delas. As diferenças mais notórias na disseminação e aceitação da informação avaliada ocorreram entre pessoas em níveis de atuação diferentes, destacando-se a informação de que a noite é a altura do dia mais favorável ao combate aos incêndios, a qual, com percentagens sempre acima dos 90%, foi consistentemente a peça mais disseminada e aceite em todas as análises conduzidas e deverá ser a peça de conhecimento com maior prioridade de avaliação científica. Este estudo é um passo fundamental para a transformação do conhecimento tácito existente no contexto dos fogos rurais em conhecimento explícito, nomeadamente porque, após a sua identificação, permitiu fundamentar a decisão sobre quais as peças que deverão ser cientificamente avaliadas primeiro, constituindo por isso um contributo para a melhoria do sistema de gestão integrada de fogos rurais, incluindo a proteção civil, em Portugal. |
