Title: Is There Evidence of Flexibility in the Management of the Portuguese Firefighting Helicopter Fleet?

Description: Rural fires in Portugal have been a major public concern destroying year after year significant portions of the territory, threatening communities and human lives. The main goal of this dissertation is to assess the grade of flexibility in the management of the firefighting helicopter fleet by the analysis of the available historical data. In order to understand how the helicopter fleet is used, several factors were taken in consideration, such as flight time, helicopter availability, and the helipads proximity to fires. Then, several hypotheses on how theses ressouces are assigned to each occurrence were formulated and tested. Besides of the fundamental goal of retrieving any flexibility patterns, several conclusions were drawn, aiming to help future decision making in the management of the helicopter fleet.
