| Abstract: | The proposal for Agostinho Neto Roça Rehabilitation as an example for the safeguarding of heritage in São Tomé e Principe appears as a possibility to counteract the specific strategies that take place in structures with heritage value without any concern for the valuing of people and the empowerment of the community. In this sense, the proposal for Roça Agostinho Neto is a strategy of extensive and sustainable action, transforming it into a machine of dwelling in the ecological São Tomé style in its material, interactive in its program, and worthy in its experiences. All of this, through a concept of structuring and participation with various positive impacts on social, cultural, heritage, environmental, tourism, economic, among others - proving that it is possible to draw up proposals to solve the housing problem, and to outline guiding principles, of creation and expansion of the city through the [re] qualification of the heritage of the fields, without losing the identity, but adding value and dignity. To this end, it analyzes the conditions and potentialities of the Roça, as well as the current challenges of the são-tomense society, with the objective of adapting the proposal to the socioeconomic context of the country and bringing it closer to society and its contemporary needs and future aspirations. In this sense, the guiding principles for the elaboration of a project called 'Ké-plastico - more than home for all' are outlined that foresees the intervention of several agents (public, private, international agencies, non-governmental organizations, associations, partnerships , and cooperation) and articulations at various levels (macro, meso and micro-scale); and hopes to capture the interest of investors - governmental authorities (local and international) and civil society at large - in order to discuss and readjust it, both in terms of needs and in terms of structuring, in order to safeguard heritage and to the empowerment of the population. |
| Description: | A proposta de Reabilitação da Roça Agostinho Neto como exemplar para a salvaguarda do património em São Tomé e Príncipe surge como uma possibilidade de contrariar as estratégias pontuais que acontecem nas estruturas com valor patrimonial sem qualquer preocupação com a valorização das pessoas e o empoderamento da comunidade. Neste sentido propõe-se para a Roça Agostinho Neto uma estratégia de atuação extensiva e sustentável transformando-a numa máquina de habitar à maneira são-tomense ecológica no seu material, interativa no seu programa, e digna nas suas vivências. Isto tudo, através de um conceito de estruturação e participação com vários impactos positivos a nível social, cultural, patrimonial, ambiental, turístico, económico, entre outros - provando que é possível desenhar propostas de resolução do problema da habitação, e esboçar princípios orientadores, de criação e expansão da cidade através da [re]qualificação do património das roças, sem perder a identidade, mas agregando-lhe valor e dignidade. Para isso, analisa-se as condicionantes e potencialidades da Roça, assim como os desafios atuais da sociedade são-tomense, com o objetivo adequar a proposta ao contexto socioeconómico do país e aproximá-la à sociedade e as suas necessidades contemporâneas e aspirações futuras. Nesse sentido, traça-se os princípios orientadores para a elaboração de um projeto denominado 'Ké-plástico - mais do que casa para todos' que prevê a intervenção de vários agentes (públicos, privados, agências internacionais, organizações não-governamentais, associações, parcerias, e cooperações) e articulações a vários níveis (macro, meso e micro-escala); e espera cativar o interesse de investidores - autoridades governamentais (locais e internacionais) e sociedade civil em geral - no sentido de discuti-lo e reajusta-lo, tanto a nível de necessidades, quanto a nível de estruturação, rumo a salvaguarda do património e ao empoderamento da população. |
